There will be changes in Kommuneqarfik Sermersooq's collaboration with Kofoeds Skole Nuuk.
The collaboration took off with an operating and collaboration agreement back in 2019, and the school now receives 5.34 million DKK from the municipality each year for its social work, according to the terms of the agreement.
However, according to a legal memorandum prepared by the municipality, the tasks the school performs must be put out to tender. This means that other actors must have the opportunity to bid for the tasks in competition with Kofoeds Skole Nuuk.
The current agreement implies that the school will, among other things, contribute to the training of Greenlandic social workers, reduce the number of Greenlanders who travel to Denmark without a plan with social problems, and help integrate returning Greenlanders into Greenlandic society and the labor market after a stay in Denmark.
Administration has presented three solutions
The municipality's administration has outlined three models that municipal politicians can choose from in order to bring the cooperation within the rules:
Committee has pointed to a tender solution
The municipality's Committee for Social and Disability Affairs has approved solution number 2; that the tasks be outsourced.
The case has now been forwarded to the Committee for Economy and Business, which will decide on Tuesday this week whether they agree that outsourcing should take place.
The agreement that Kommuneqarfik Sermersooq and Kofoeds Skole Nuuk have entered into has a notice period of 6 months.
The tasks that the school performs are not considered to be legally binding by the administration, and therefore they must be given political priority if they are to be continued.
However, there has already been an expression of political desire (at a theme day on the subject) for outsourcing to take place so that the tasks can continue to be carried out. Therefore, the administration has prepared a tender document; "Tender of activity offers for socially vulnerable citizens in Nuuk", which can be used if the solution is approved by the Finance Committee.
